The 23rd Ohio Volunteer Infantry (O.V.I.) regiment held a reunion in Fremont, Ohio in August 1897. Nicknamed the "Regiment of Two Presidents," the 23rd could claim Rutherford B. Measuring 9.5 by 12.25 inches (24.13 by 31.11 cm), it is 36 pages long. It contains a history of the regiment written by McKinley. Also included are photographs of leading citizens of Fremont and histories local businesses.

The 23rd O.V.I. was organized in June 1861 at Camp Chase in Columbus. Among the battles in which the regiment fought were South Mountain, Antietam, Winchester, and Opequan. Two hundred and ninety men of the regiment died in battle or from disease. The regiment was mustered out in July 1865.
